Montenegro's Parties Argue Over Border Dispute :: Balkan Insight

The run up to the Montenegrin elections on Sunday, October 14, has been marked with an increasingly heated exchange between the opposing parties on a range of issues, including those that stem from the break up of the former Yugoslavia.

Miodrag Lekic, the head of the opposition Democratic Front, said on Sunday that Montenegro handed over Prevlaka peninsula to Croatia without putting forward any arguments for keeping the land within its borders.

He accused Milo Djukanovic, the chairman of the ruling Democratic Party of Socialists, DPS, and the former leader of Montenegro, of handing over the peninsula through an agreement with Ivo Sanader, Croatia's former prime minister, without the consent of Montenegro?s parliament and voters.

He also argued that once it gets into the EU, Croatia might block Montenegro's accession because of the dispute.

The long-standing dispute over the peninsula emerged at the beginning of the 1990s, due to its strategic position between the two countries' coasts on the Adriatic sea.

Lekic, who was Montenegro's foreign minister between 1992 and 1995, claimed at the time that Montenegro had sovereignty over this piece of land.

In 2002, however, an interim solution was agreed according to which Prevlaka remained Croatian territory, while Montenegro was given rights over the surrounding waters.

A comprehensive settlement of the dispute is still pending.

The Ministry of Foreign Affairs and European Integration rejected Lekic?s claims, saying they are ill intentioned and false.

It stated that the governments of the two respective countries had been trying to find a long-term solution to the problem since 2008, in a manner which fostered good-neighbourly relations.

It added that international organisations may be asked to arbitrate on the issue, but that the final decision over any agreement lay with the two country?s parliaments.
