Washington, D.C., -The?White House announced that President Obama will commemorate the 50th?Anniversary of the Lawyers? Committee for Civil Rights Under Law with a reception to be held today in the East Room.? Lawyers? Committee founding members, board members and current leadership will join the President, civil rights leaders, members of Congress and the Obama administration, as well as other distinguished guests for this special occasion.

In recognition of the White House announcement, the Lawyers? Committee has issued the following statement:

?We are honored and privileged that President Obama has chosen to commemorate the 50thAnniversary of the Lawyers? Committee for Civil Rights Under Law at the White House ? the very site of the founding of the Lawyers? Committee five decades ago. In 1963, President John F. Kennedy issued a national call to action for lawyers to provide pro bono legal services and resources to address the racial discrimination that plagued our country.??

The Lawyers' Committee remains steadfast in its mission to secure, through the rule of law, equal justice under law for all Americans. The Lawyers? Committee's mission is to use the skills and resources of the bar to obtain equal opportunity for minorities by addressing factors that contribute to racial justice and economic opportunity.?

As we celebrate this momentous occasion and acknowledge that?much progress has been made, we must also recognize that the role and mission of the Lawyers? Committee remains as vital and as pertinent today as it did 50 years ago. During the 2012 election, the Lawyers? Committee worked hand-in-hand with the Department of Justice to prevent suppressive voting laws from going into effect in Texas, South Carolina and Florida.?

The last term of the Supreme Court, with the rulings on affirmative action in the?Fisher v. University of Texas?case and voting rights in the?Shelby v. Holder?case, served as a stark reminder that the job of the Lawyers? Committee and its affiliates nationwide is far from done. Most recently, the Trayvon Martin case exemplifies the need still to address institutional racism in our criminal justice system.?

As we honor the legacy of President Kennedy and this important milestone, we wish to thank President Obama for his continued leadership in efforts to achieve inclusion, racial justice and equal opportunity for all Americans.?We look forward to continuing the mission of the Lawyers?     (Reuters) ? Aetna Inc pulled out of Maryland?s health insurance exchange being created under President Barack Obama?s healthcare reform law after the state pressed it to lower its proposed rates by up to 29 percent.

    Under the law, often called Obamacare, each U.S. state will have an online exchange where Americans will be able to buy insurance plans, starting on October 1. The government is counting on about 7 million people to enroll next year for this insurance, many of whom will qualify for subsidies.

    The success of the exchanges, as well as the expansion of the government?s Medicaid program for the poor, are key elements in the political battle between Republicans and Democrats. State officials say the price of the new insurance plans will help determine whether enough people sign up.

    In an August 1 letter sent to the Maryland Department of Insurance, Aetna said the state?s requirement for rate reductions off its proposed prices would lead it to operate at a loss. The rate reductions include products from Aetna and Coventry Health Care, which it bought this spring.

    ?Unfortunately, we believe the modifications to the rates filed by Aetna and Coventry would not allow us to collect enough premiums to cover the cost of the plans, including the medical network and service expectations of our customers,? Aetna said in the letter to insurance commissioner Therese Goldsmith.

    According to online documents, Aetna had requested an average monthly premium of $394 a month for one of its plans and the agency had approved an average rate of $281 per month.

    Aetna Chief Executive Officer Mark Bertolini said earlier this week during a conference call to announce financial results that it was closely looking at its plans for the exchanges since buying Coventry.

    Like most other large U.S. insurers, Aetna has taken a cautious approach to the new products which must include a broader set of benefits and be sold to all people regardless of their health.

    On Friday, Aetna spokeswoman Cynthia Michener said the decision to withdraw from the individual market in Maryland included both new plans proposed for the exchange and new products for the individual market. Aetna and Coventry combined insure 13,000 individual members in Maryland and 620,000 individuals nationwide.

    ?This is not a step we take lightly,? she said.

    Aetna said it was not clear yet how the move would affect all of its current policyholders in the state.

    Maryland?s Insurance Administration, which provided a copy of the letter, declined to make an immediate comment beyond the explanation of its rate modification decision posted online. It announced approved rates on July 26.

    In the online document, the agency said that many factors went into its request for a lower rate, such as Aetna?s assumptions about the health of people who apply for insurance on the exchange. Healthy people cost less to insure.

    Earlier this year, Aetna and UnitedHealth Group Inc both said they would withdraw from the individual market in California, where they had not planned to sell exchange-based products but would have had to change off-exchange individual policies there to meet the same standards.

    The recovery in America's labor market is so slow it's like a party where no one celebrates, except maybe Wall Street. Every time the labor market starts to show sustained momentum, along comes new evidence that even expected lackluster growth is sometimes too much to hope for.

    Take Friday's jobs report. It showed the US economy created 162,000 jobs in July, fewer than expected, and that employees worked slightly fewer hours and for slightly less pay. If it weren't for the auto industry's dynamic recovery and strong gains in the wholesale and retail trade sector, the numbers would have been even worse.

    The unemployment rate fell from 7.6 percent in June to 7.4 percent in July, but part of that improvement came because people were dropping out of the labor force.

    In one encouraging sign for the employment market, Amazon.com announced this week that it would be adding 7,000 jobs at its warehouses around the nation. The announcement came a day before President Obama visited an Amazon.com warehouse to deliver a major speech on how to accelerate economic growth.

    Won't be deterred by attack in Afghanistan: India

    NEW DELHI: Hit by yet another suicide bomb attack on its mission in Jalalabad, India on Saturday said "terror machines" that operate from "beyond the borders" was the main threat to the security of Afghanistan and refused to be deterred from its commitment to assist the war-torn country.

    At least 12 people were killed in the deadly attack targeting the Indian consulate in Jalalabad city, bordering Pakistan, in the backdrop of reports that the ISI-backed Haqqani network among others were again plotting to attack Indian interests in Afghanistan.

    "This attack has once again highlighted that the main threat to Afghanistan's security and stability stems from terrorism and the terror machine that continues to operate from beyond its borders," ministry of external affairs spokesperson Syed Akbaruddin said.

    He said the attack which has led to the injuries and deaths of several valiant Afghan police personnel as well as deaths of several innocent Afghan civilians including children, must be condemned in the strongest possible terms.

    However, he asserted that India would not be deterred by this attack and will continue to assist Afghanistan in its reconstruction and development effort.

    "This was clearly an attack not just against India but an attack against the efforts to help the Afghan people overcome the tragic hardships they have endured due to several decades of war," he said.

    This is the second strike on the consulate which was earlier attacked in 2007. Indian embassy in Kabul too came under a deadly attack in 2008 and was again targetted in 2009.

    Pakistan-based Haqqani network, described by a former US military chief as the "veritable arm of ISI, has earlier been found to have carried out the attacks.

    It is understood that Indian government had inputs about possible terror attacks against its consulates including the one in Jalalabad following which a team, comprising security officials, visited the consulates and the embassy in Kabul last week. Apart from Jalalabad, India has consulates in three more places ? Herat, Mazare-i-Sharif and Kandahar.

    As per the recent intelligence inputs, apart from Haqqanis, the security threat was also from smaller militant groups based in Pakistan.

    Meanwhile, Akbaruddin said India wishes to express its deep gratitude to the brave Afghan security personnel who laid down their lives while protecting the Indian consulate.

    "We wish to express our grief and condolences to the families of the innocent Afghan civilians who also lost their lives during this attack," he said.

    Ernest Dronenburg, San Diego?s County Clerk, has withdrawn his petition to the California state supreme court asking for clarification on enforcement of Prop 8. Dronenberg had filed his petition shortly after ProtectMarriage.com, the official proponents of Prop 8, filed their own similar one. The official proponents? petition is still pending:

    San Diego County Clerk Ernest Dronenburg has withdrawn a petition asking the state Supreme Court to rule on whether same-sex marriages have truly become legal in California.

    In a news release sent out Friday afternoon, Dronenburg said he canceled the petition because it covered the same ground as another petition filed earlier to the court.

    The first petition was filed July 12 by Dennis Hollingsworth and others. Hollingsworth, a former state senator, has worked with ProtectMarriage.com in support of Proposition 8, which amended the state Constitution to define marriage as a union between a man and a woman.

    Dronenburg said he was withdrawing his petition, which he filed July 19, to speed up the legal process that he hopes will clarify the current legal standing of Prop. 8.

    California?s Attorney General Kamala Harris had argued in legal filings that the San Diego petition and the proponents? petition were identical. The state asked the California Supreme Court to decline to stay marriages while deciding on the petition, and to deny the petition outright. Marriages are allowed to proceed while the state supreme court is considering the merits of the proponents? petition.

    Bus driver?s family releases statement, church to discuss Saturday?s crash

    The family of the driver who told investigators that the brakes on his bus failed, causing a crash that killed three adults and an unborn child has released a statement.

    Dennis Maurer was behind the wheel of the bus that crashed Saturday on the northeast side. Chad and Courtney Phelps and their unborn child were killed along with Tonya Weindorf, a mother of five.

    Maurer?s family released the following statement through Colonial Hills Baptist Church:

    ?In the aftermath of Saturday?s accident, we are comforted by our faith and hope in Jesus Christ and by our extended church family at Colonial Hills Baptist Church. The loss of our friends and fellow believers has been extremely painful, and we grieve with these families at this time. We are encouraged by the daily improvement of our church teens and rejoice as they heal. We ask for continued privacy as Dad recovers from his own injuries. Thank you for your continued prayers for all involved.?

    Church officials will hold a news conference Wednesday at 5 p.m. to discuss the tragedy. Dr. Charles Phelps, the father of Chad Phelps and the church?s senior pastor, is expected to speak. Dr. Russell Gady, Courtney Phelps? father, and Jeff Leffew, a church deacon, will also talk about the crash.

    Joy Behar's last day on 'The View' revealed by ABC

    LOS ANGELES (TheWrap.com) - Joy Behar's last day on "The View" will be Friday, August 9, ABC announced Thursday.

    Behar, an original co-host, is leaving the morning chat show after 16 years. Her exit follows that of co-host Elisabeth Hasselbeck, who left for Fox News. Barbara Walters announced her upcoming retirement from the show earlier this year.

    For her send-off show, ABC promises "a can't-miss celebration filled with surprise guests, music and make-out sessions."

    The tribute will be titled, "This Was Your Life on 'The View' Joy Behar."

    The special episode will look back at Behar's most memorable moments from her tenure on the show, including everything from walking off during Bill O'Reilly's appearance, being used as a human barbell by LL Cool J, grilling Senator John McCain and her pop culture quiz with President Obama.

    Mario Cantone, Susie Essman, Regis Philbin, Meredith Vieira, Joan Rivers, Alan Alda and Tony Bennett will be on hand for the celebration. Special pre-taped goodbye messages from Hollywood celebrities are also sprinkled throughout the celebration.

    New enforcement policies take effect at NCAA

    INDIANAPOLIS (AP) ? Rule-breakers beware. The NCAA is now holding everyone more accountable with harsher punishments.

    More than a year after hammering Penn State for Jerry Sandusky's crimes and nearly six months after shaking up the enforcement division because of a self-inflicted scandal, the governing body cast aside its outdated two-tiered penalty structure and deliberative hearing process in favor of new policies that could result in the suspension of coaches and more consistent punishments for major infractions.

    The new rules, approved in October, officially took effect Thursday.

    "I think they've certainly changed the equation a lot," NCAA President Mark Emmert told The Associated Press. "So those doing risk-reward analysis, we've just upped the ante on risk, and I think that will have a material impact on people's behavior."

    Emmert called for tougher measures to go into effect two years ago during a presidential summit in Indianapolis. Now that they're finally on the books, the embattled Emmert has a rare victory in what has been one of the toughest years in NCAA history.

    From the announcement of rogue staffers violating the organization's own policies to the continual critiques about how Emmert runs the NCAA to concerns about low morale inside the Indianapolis headquarters, everything has been a target. There are court cases, complaints from conference commissioners, debates over whether big-budget and small-budget schools can co-exist in the same division, and calls for Emmert's resignation.

    Amid all that, many of the attempts to reform college sports have fizzled, including a $2,000 stipend for athletes that Emmert champions. The board of directors passed that measure in the fall of 2011 only to have it stopped by opposition from smaller schools, many of whom complained they couldn't afford it.

    But getting tough on cheaters is something most college leaders have rallied around.

    College fans will see a noticeable difference in the way cases are handled.

    Instead of categorizing infractions as major or secondary, there will now be four categories. Punishments will be reduced or toughened based on whether there are mitigating or aggravating circumstances. Teams or schools found to be in "serious breach of conduct" with aggravating circumstances could face severe penalties, if not those approaching Penn State's unprecedented sanctions (four-year postseason ban and a $60 million fine).

    Head coaches will find themselves under more scrutiny. By changing the burden from "presumption of knowledge" to "presumption of responsibility," head coaches could now be suspended for up to one full season if any member of their staff commits a serious rules infraction.

    The changes will not affect cases that have already been heard, such as the pending case against the University of Miami, and schools that are found to have committed infractions before the board's vote on Oct. 30 will be processed under the new structure but will face penalties under the previous structure. Infractions that occurred after Oct. 30 or both before and after will face the new punishments.

    "It's insufficient to say, 'I didn't have any idea of what's going on here,'" Emmert said. "When you think about the people at the highest level and who impact this the most, it's the people who are most directly involved. So the coaches have a responsibility to set the tone in that room on a daily basis and if they are not, then they will be held accountable."

    The infractions committee will look different, too.

    The NCAA has already increased the number of committee members from 10 to 18 and could add up to six more. Emmert and the board believes that will split the workload, allow smaller groups to conduct roughly twice as many hearings each year and expedite a decision-making process that has long been criticized as being far too slow.

    For the first time, former college coaches, such as Lloyd Carr and Bobby Cremins, and former university presidents, such as Michael Adams and Carol Cartwright, will hear cases, ask questions and make decisions, too.

    "There's going to be people on the committee that know and understand college sports," Emmert said. "It's a thankless job, but with this structure we will get new and varied voices in the process."

    The NCAA is still facing a number of challenges, including a closely watched federal lawsuit in California many believe could change college sports.

    On Wednesday, the 9th U.S. Circuit Court of Appeals said video game maker Electronic Arts can be sued by college players who claim the company unfairly used their images without compensation. The lawsuit argues for class action status to represent all current and former players and has been combined with a similar suit filed by former UCLA basketball star Ed O'Bannon against the NCAA.

    "The main thing is that this takes away their principal defense and leaves them with, what I think, is a pretty weak defense," said Rob Carey, a partner at the law firm Hagens Berman Sobol Shapiro in Seattle, a firm that represents the players. "They know what it is and they pretended it was like this little narrow thing, and I don't think a jury will react well to that."

    Emmert declined to talk specifically about the lawsuit or Wednesday's ruling, though he did say losing in the courts would have a "dramatic impact" on college athletics.

    Carey and Emmert both said there have been no discussions yet about a potential settlement. Carey does not believe the case will reach the courtroom before 2015.

    Over the past few weeks, several power-conference commissioners complained about NCAA governance. Emmert has spent the summer talking with those commissioners, and acknowledges changes need to be made.

    Potential solutions are to be discussed at next week's board of directors meeting, though Emmert does not expect a vote on any changes until at least next August. He has also called for a January summit.

    "There's an interest from the board to see some seriousness of intent and that they're really going to move on governance reform," Emmert said. "We have many different segments that are frustrated with the current environment. It needs to be done with some speed, but you've got to have some voices in it. You've got to find ways to reach out, get a lot of opinions and get people together."

    Much like the NCAA did on the enforcement changes that are now in effect.

    "Will they be perfect right out of the box. No, of course not, I'm sure they'll have to be tweaked or be adjusted," Emmert said. "No one believes we have found the perfect model, but everyone believes it's a significant move in the right direction."

    LOS ANGELES (July 31, 2013) Benedick Fraass, PhD, FAAPM, FASTRO, FACR, received the highest honor from the American Association of Physicists in Medicine the William D. Coolidge Award for his distinguished career achievements in medical physics, including his pioneering work in radiation oncology.

    The William D. Coolidge Award is the most prestigious award of the association and has been given to important medical physicists such as William Coolidge, the inventor of the modern X-ray tube, and Harold Johns, who led the development and clinical use of the first Cobalt machines for radiotherapy.

    "The William D. Coolidge Award credits those whose innovation and creativity have revolutionized the field of medical physics an award only suited for a prestigious leader like Dr. Fraass," said Steven Piantadosi, MD, PhD, director of the Samuel Oschin Comprehensive Cancer Institute and the Phase ONE Foundation Distinguished Chair. "Dr. Fraass has dedicated both his mind and talent to radiation oncology providing more efficient treatment to thousands of patients across the world."

    Fraass, vice chair for Research and professor and director of Medical Physics in the Department of Radiation Oncology at Cedars-Sinai's Samuel Oschin Comprehensive Cancer Institute, is a renowned medical physicist specializing in radiation oncology, imaging-based treatment planning, computer-controlled treatment delivery and clinical studies of radiation oncology treatment for cancer.

    Fraass was instrumental in the creation of 3D treatment planning in the 1980s and early 1990s and helped pioneer the development of 3D conformal therapy, a technique in which beams of radiation are shaped to match a tumor during treatment, sparing nearby normal tissue.

    Additionally, Fraass led the team that implemented the first routine clinical use of 3D treatment planning, a now-commonplace software tool used to design and implement more accurate radiation therapy. Fraass and colleagues also created the first radiation oncology clinical dose escalation trials using conformal therapy in 1987, as well as doing pioneering work in computer-controlled treatment delivery. Fraass continues his efforts to improve patient safety.

    "It is an honor to join the elite group of past Coolidge award recipients," said Fraass. "The innovations our group developed have changed the field of radiation oncology, and have improved the cancer treatment for a great many patients. These improvements were only possible due to the teamwork of a dedicated collaboration of medical physicists, physicians, computer scientists, therapists and engineers, and I'm honored to represent all these people in accepting the award."

    "Bachelorette" contestant Brooks Forester shocked Desiree Hartsock Monday night when he unexpectedly departed the show after admitting that he wasn't in love with her.

    Hartsock, who had held a special place in her heart for the Salt Lake City marketing consultant from the very first night, was crushed. Before being dumped, she had admitted that her feelings for Forester were very strong.

    "Brooks has always been a frontrunner, from day one," she declared during the episode. "I'm in love with Brooks and I miss him every day I'm not with him."

    Forester, one of three remaining men who journeyed to the island of Antigua, told host Chris Harrison that he began to doubt his feelings for Hartsock during the show's hometown date week. And while he wanted to be in love with her, he didn't think he'd ever be at the point where he was ready to propose.

    "I really want to be madly in love with you, you know?" he later told a crying Hartsock. "I don't feel it ... I don't feel like the moments apart are hard enough."

    During the scene, a tearful Hartsock admitted to Forester that she was in love with him. It marks one of the first times in the show's history that a Bachelorette said "I love you" to a contestant before the final proposal.

    The bad news came for Hartsock after she spent a great day (and a sexy night in the Fantasy Suite) in Antigua with each of the other two remaining men: Seattle mortgage broker Chris Siegfried and Drew Kenney, a digital marketing analyst from Scottsdale, Ariz.

    ?It breaks my heart knowing that I have two amazing, like, unreal guys who do want to love me," she said. "I just can?t love them as much as I know I have to give. ... Honestly, for me, it?s over.?

    While both Siegfried and Kenney remain in the competition, previews for next week's finale episode reveal that they, as well as Hartsock, may go home alone.

    Will Forester come back? Will Hartsock accept a proposal from one of the other guys, or will she leave brokenhearted? The second part of the season finale airs next Monday, Aug. 5 at 8 p.m. on ABC.

    Police: $53 million in jewels stolen in Cannes

    PARIS (AP) -- A staggering 40 million euro ($53 million) worth of diamonds and other jewels was stolen Sunday from the Carlton Intercontinental Hotel in Cannes, in one of Europe's biggest jewelry heists in recent years, police said. One expert noted the crime follows recent jail escapes by members of the notorious "Pink Panther" jewel thief gang.

    The hotel in the sweltering French Riviera was hosting a temporary jewelry exhibit over the summer from the prestigious Leviev diamond house, which is owned by Israeli billionaire Lev Leviev.

    A police spokesman said the theft took place around noon, but he could not confirm local media reports that the robber was a single gunman who stuffed a suitcase with the gems before making a swift exit. The spokesman spoke on condition of anonymity because he was not authorized to discuss the matter on the record.

    The luxury Carlton hotel is situated on the exclusive Promenade de la Croisette that stretches a mile and a half along the French Riviera, and is thronged by the rich and famous throughout the year. The hotel's position provides not only a beautiful view of the sea but also an easy getaway for potential jewel thieves along the long stretch of road.

    "It's a huge theft. Anytime you talk about a heist with many millions of dollars it turns heads and feeds the imagination," said Jonathan Sazonoff, U.S. editor for the Museum Security Network website and an authority on high-value crime.

    He said the likelihood of recovering the stolen diamonds and jewels is slim, because the thieves can easily sell them on. "The fear is, if you're dealing with high-quality minerals, it's hard to get them back," Sazonoff said. "They can be broken up and so they can be easily smuggled and sold."

    The valuable gems were supposed to be on public display until the end of August. It was not immediately clear how many pieces were stolen.

    Several police officers were placed in front of the Carlton exhibition room ? near a Cartier diamond boutique ? to prevent the dozens of journalists and photographers from getting a look at the scene of the crime.

    Europe has been struck by several brazen jewelry thefts in recent years, some of which have involved tens of millions of dollars in treasure.

    On Feb. 18 in Belgium, some $50 million worth of diamonds were stolen. In that heist, robbers targeted stones from the global diamond center of Antwerp that had been loaded on a plane headed to Zurich. Authorities have since detained dozens of people and recovered much of the items stolen in that operation.

    Five years ago, in December 2008, armed robbers wearing women's wigs and clothing made off with diamond rings, gem-studded bracelets and other jewelry said then to be worth $108 million from a Harry Winston boutique in Paris.

    Also in 2008 ? in February of that year ? in a scene reminiscent of the movie "The Italian Job," masked thieves drilled a tunnel into a Damiani jewelry company showroom in Milan, Italy. They tied up the staff with plastic cable and sticky tape, then made off with gold, diamonds and rubies worth some $20 million. The robbers had been digging for several weeks from a building under construction next door.

    Cannes appears to be a favorite target this year ? in May it was struck by other two highly publicized jewelry heists during the Cannes Film Festival.

    In the first theft, robbers stole about $1 million worth of jewels after ripping a safe from the wall of a hotel room. In the second, thieves outsmarted 80 security guards in an exclusive hotel and grabbed a De Grisogono necklace that creators said is worth 2 million euros ($2.6 million).

    Sazonoff said it is normal for robbers to gravitate to a place like Cannes, whose glimmering harbor and glamorous film festival attract the world's rich and famous. "Why do thieves target Cannes? It's simple ... On the Cote d'Azur, it's where the monied people flow," he said.

    Sazonoff also said police would likely probe whether Sunday's heist is linked to recent jail escapes by alleged members of the Pink Panther jewel thief gang.

    On Thursday, gang member Milan Poparic escaped his Swiss prison after accomplices rammed a gate and overpowered guards with bursts from their AK-47s, police said.

    Police say the Pink Panther network's members are prime suspects in a series of daring thefts. According to Interpol, the group has targeted luxury watch and jewelry stores in Europe, the Middle East, Asia and the United States, netting more than ?330 million (?285m) since 1999.

    Poparic is the third member of the Pink Panthers to escape from a Swiss prison in as many months, according to Vaud police.

    "The brazen drama of it is their style... The possibility of the reemergence of the Pink Panther gang is very troubling and taken seriously by law enforcement worldwide," Sazonoff said. "The theft of high value diamonds is exactly what they do, so it's not a great leap to assume they are on the warpath again. They are a crime wave waiting to happen."

    Piontkowski abruptly resigned in April, saying he had left the enterprise for health reasons. John Grogan, his successor, told commission officials that Peterson?s resignation this week was a ?total surprise.??

    Karen Wells, MassGaming?s director of investigations and enforcement, said Ourway Realty majority owners Stanley Fulton, founder and operator of Anchor Gaming, and Alfred Ross appeared in position to fund the development of the slot parlor at the Plainville harness racetrack.

    MassGaming investigators concluded in their report that while the commission will make the final decision on whether Plainridge?s team is suitable for a slots license, the applicant and its owners ?have the requisite financial stability, integrity and responsibility, the availability of suitable financial resources, have demonstrated sound business experience, good character and personal integrity.??

    As for Piontkowski, former chair of the Mass. Racing Commission and the longtime ?public face? of Plainridge, Wells said he had routinely and almost daily withdrawn small amounts of cash from the track?s money room that ?amounted to a very large sum of money.? When the funds were not repaid, they were characterized as an ?accommodation? or a ?distribution? to the former track president. In their report, investigators redacted the amount of reported distributions to Piontkowski from 2004 to 2011. Wells also told commissioners Piontkowski had once advised an employee ?never write anything down.??

    Investigators questioned Peterson during the course of their work. Addressing Piontkowski?s alleged conduct, investigators ?found that Peterson testified in a credible fashion that he was uncomfortable with this particular business practice of his boss, tried to bring it to the attention of the Members through the audit letters but was not in a position to stop this practice.??

    Investigators reported that Grogan, who lives in Westwood and was an investment banker for 25 years, has implemented new internal controls to address ?past shortcomings in the applicant operation.??

    Grogan said he understands that Plainridge must present ?clear and convincing evidence? that the track is a suitable slot license applicant. He did not dispute findings of deficiencies in the track?s operation.

    Grogan also said the investigation into the money room resulted in Piontkowski?s resignation.?

    ?He has no contact, influence or involvement in the company right now,? said Grogan, who testified?Thursdaywith attorneys from Foley Hoag.

    Probing the integrity of the applicants, commission officials spent considerable time raising questions about financial arrangements made by the slots license applicant with Piontkowski as he left the company. Grogan said conversations with Piontkowski about his departure were ?extraordinarily difficult.?

    In an April press release announcing his retirement, the track reported that Piontkowski ?looks forward to spending more time with his wife? and two daughters and ?will concentrate on his health." Piontkowski said at the time in a statement, "This has been a long journey, requiring intense effort. I am deeply grateful to my business partners at Plainridge for their faith and support as well as for their understanding for this personal decision."

    India reschedules Sudan Lines of Credit of over $0.5 bn

    Preneet-KaurNew Delhi, July 25 : India Thursday agreed to reschedule its existing Lines of Credit (LoC) to Sudan totalling $566.9 million.

    According to an external affairs ministry statement here, the agreement for India's biggest rescheduling of LoC till date was signed in the presence of Minister of State for External Affairs Preneet Kaur and Sudan's Minister of Finance and National Economy Ali Mahmoud Mohamed, who is currently on an official visit to India.

    "This is a first request for re-scheduling the Lines of Credit of such magnitude being considered by India and it was favourably considered given the difficult economic situation of Sudan post the secession of South Sudan," the statement said.

    There are six existing LoCs to Sudan and the Exim Bank is the implementation arm for these.

    The rescheduling has been made by way of relaxation of the interest rate, repayment period and moratorium of the LoC.

    Technical discussions between the two countries regarding rescheduling were held over two days earlier this week.

    The statement further said the issue of payment of dues by the Sudan government to ONGC's foreign arm ONGC Videsh Limited (OVL) and other commercial interests was raised by the Indian side and the Sudanese delegation assured that this issue will be resolved at the earliest.

    The Sudanese side agreed to make every effort to ensure that Indian commercial interests are not adversely affected, the statement added.

    Indian companies currently doing business in Sudan include the state-run BHEL in the power sector, oil and gas explorer ONGC, and Bajaj, Tata and Mahindra from the private sector. Besides, various Indian pharmaceutical companies also operate in Sudan.

    Sudan is an important exporter of agricultural and mineral resources, while current volume of bilateral is around $1.2 billion per annum.

    In an interview with IANS earlier this month, Sudan's Ambassador to India Hassan El Talib urged the Indian government to speedily open a bank branch in Sudan so that the actual value of bilateral trade is reflected in the respective countries and its full benefits accrue to both countries. Currently, substantial amount of transactions are made through third country banks. (IANS)

    When Mars was wet: How snow melt might have carved valleys

    Researchers say that 3.7 billion years ago on Mars, mountain precipitation could have carved networks of wide, shallow valleys that drop from ridges, peaks, and crater rims.

    On Earth, it's a familiar scene: winds driving soggy air up the slopes of a mountain range, where the moisture condenses, and precipitation leaves those windward slopes lush with vegetation and etched with valleys and ravines.

    New research suggests that some 3.7 billion years ago, valley networks on slopes on Mars ? minus the "lush" ? may have been etched by the same process.

    An international team of planetary scientists has shown that precipitation triggered or enhanced by this so-called orographic lift, could have played a role in carving networks of wide, shallow valleys that drop from ridges, peaks, and crater rims on the Martian highlands.

    The work aims to help unpack details about Mars' climate during a period when water filled what are now dry river beds and and when clay-based minerals were forming.

    These are conditions and processes "that point to a more hospitable climate than we currently have on Mars, one that could potentially have been more amenable to life," says Kathleen Scanlon, a PhD candidate at Brown University in Providence, R.I., and the lead author of the study, which is set to be published in the journal Geophysical Research Letters.

    It's not clear whether the precipitation the study points to would have appeared mainly as rain or snow, since estimates of temperatures on Mars at that time depend on which climate model for Mars one uses, Ms. Scanlon notes.

    For this study, the team, which included colleagues from Brown as well as scientists from the University of Chicago and the University of Paris, used a new model that yields colder average temperatures for the period, suggesting snow. The snow would have melted during periodic warm spells to provide the flowing water to carve the valleys.

    Whatever form the precipitation initially took, the study suggests that atmospheric moisture played a key role in shaping the Martian surface, in addition to any contribution groundwater or melting of subsurface ice may have contributed early in Mars' history, the researchers say.

    Moreover, the study's results suggest a range of densities for the atmosphere that could shed further light on the climate at the time, a period of transition from the Nochian to the Hesperian ages. During this transition, the red planet's climate is thought to have started its shift from what some researchers suggest was a relatively warm, wet period to the chilled, dessicated climate the planet hosts today.

    The valleys in question are on the order of a few hundred yards deep and a few miles across, Skanlon says. These valleys host what appear to be river beds that are up to 300 feet wide. Some of these river channels run for hundreds of miles.

    The team picked land forms that dated to the Nochian-Hesperian transition because earlier features would have been heavily eroded and so harder to interpret, while later features might have been tough to distinguish from valleys cut by the melt of ice on the slopes of erupting volcanoes. The solar system's largest mountain, the volcano Olympus Mons, is thought to have formed during the Hesperian age.

    The team identified four regions laced with networks of shallow valleys and river beds. Using a global climate model for Mars, they estimated broad wind patterns at the time, then fed those winds, along with the topographical data, into a smaller-scale model designed to study precipitation and orographic lift. They found that the model's most intense precipitation for the valley networks corresponded with the bunched, upslope areas where the networks originated. These networks and their areas of origin appear in images taken during NASA's Mars Global Surveyor and Mars Reconnaissance Orbiter missions.

    One of those valley networks, Warrego Valles, also became a testing ground for estimating the Martian atmosphere's density back in the day.

    The team presented its global model with an atmosphere at twice Earth's current sea-level pressure, or a pressure of 2 bar. Under that scenario, prevailing winds tended to be too weak and came from the wrong direction to dump precipitation in the right area to trigger the network's formation.

    When the team dialed atmospheric pressure down to either 0.5 bar or 1 bar, precipitation shifted to the correct locations.

    The next step is to see if the atmosphere could have held enough moisture to allow precipitation from orographic lift to play a significant role in forming the valley networks.

    Other researchers have estimated the water-flow rates needed to form these networks. The next step, Scanlon says, is to see what it takes for Mars climate models to approximate the right precipitation rates over the right locations and compare the results with the estimates.

    Congress Disapproval Rating Hits All-Time High In NBC/WSJ Poll, Obama Approval Drops

    A NBC/Wall Street Journal poll released Wednesday finds that Americans' disapproval of Congress has reached unprecedented levels, while approval of President Barack Obama has dropped significantly.

    According to the survey, 83 percent of Americans disapprove of the job Congress is doing in Washington, an all-time high in the poll. Just 12 percent approve of Congress' job, while 57 percent they would replace every member of Congress if they could.

    NBC/WSJ also finds that the president's approval rating has dropped to 45 percent, down from 48 percent last month. Obama's new approval rating is the lowest in the poll since August 2011, when the president was entangled in a standoff over the debt ceiling with House Speaker John Boehner (R-Ohio) and other congressional Republicans.

    "There is a palpable unhappiness with Washington," says pollster Peter D. Hart said of the results.

    Other recent polls have found similar trends. A Gallup report released Monday found that Obama averaged a 47.9 percent approval rating over the last three months, marking a drop for the president. Meanwhile, a McClatchy-Marist survey found Obama's overall approval at 41 percent, while 33 percent of voters approved of congressional Democrats and 22 percent approved of congressional Republicans.

    The NBC/WSJ poll, which surveyed 1,000 adults, was conducted July 17-21 and has a margin of error of plus-minus 3.1 percentage points.
