Police: $53 million in jewels stolen in Cannes

PARIS (AP) -- A staggering 40 million euro ($53 million) worth of diamonds and other jewels was stolen Sunday from the Carlton Intercontinental Hotel in Cannes, in one of Europe's biggest jewelry heists in recent years, police said. One expert noted the crime follows recent jail escapes by members of the notorious "Pink Panther" jewel thief gang.

The hotel in the sweltering French Riviera was hosting a temporary jewelry exhibit over the summer from the prestigious Leviev diamond house, which is owned by Israeli billionaire Lev Leviev.

A police spokesman said the theft took place around noon, but he could not confirm local media reports that the robber was a single gunman who stuffed a suitcase with the gems before making a swift exit. The spokesman spoke on condition of anonymity because he was not authorized to discuss the matter on the record.

The luxury Carlton hotel is situated on the exclusive Promenade de la Croisette that stretches a mile and a half along the French Riviera, and is thronged by the rich and famous throughout the year. The hotel's position provides not only a beautiful view of the sea but also an easy getaway for potential jewel thieves along the long stretch of road.

"It's a huge theft. Anytime you talk about a heist with many millions of dollars it turns heads and feeds the imagination," said Jonathan Sazonoff, U.S. editor for the Museum Security Network website and an authority on high-value crime.

He said the likelihood of recovering the stolen diamonds and jewels is slim, because the thieves can easily sell them on. "The fear is, if you're dealing with high-quality minerals, it's hard to get them back," Sazonoff said. "They can be broken up and so they can be easily smuggled and sold."

The valuable gems were supposed to be on public display until the end of August. It was not immediately clear how many pieces were stolen.

Several police officers were placed in front of the Carlton exhibition room ? near a Cartier diamond boutique ? to prevent the dozens of journalists and photographers from getting a look at the scene of the crime.

Europe has been struck by several brazen jewelry thefts in recent years, some of which have involved tens of millions of dollars in treasure.

On Feb. 18 in Belgium, some $50 million worth of diamonds were stolen. In that heist, robbers targeted stones from the global diamond center of Antwerp that had been loaded on a plane headed to Zurich. Authorities have since detained dozens of people and recovered much of the items stolen in that operation.

Five years ago, in December 2008, armed robbers wearing women's wigs and clothing made off with diamond rings, gem-studded bracelets and other jewelry said then to be worth $108 million from a Harry Winston boutique in Paris.

Also in 2008 ? in February of that year ? in a scene reminiscent of the movie "The Italian Job," masked thieves drilled a tunnel into a Damiani jewelry company showroom in Milan, Italy. They tied up the staff with plastic cable and sticky tape, then made off with gold, diamonds and rubies worth some $20 million. The robbers had been digging for several weeks from a building under construction next door.

Cannes appears to be a favorite target this year ? in May it was struck by other two highly publicized jewelry heists during the Cannes Film Festival.

In the first theft, robbers stole about $1 million worth of jewels after ripping a safe from the wall of a hotel room. In the second, thieves outsmarted 80 security guards in an exclusive hotel and grabbed a De Grisogono necklace that creators said is worth 2 million euros ($2.6 million).

Sazonoff said it is normal for robbers to gravitate to a place like Cannes, whose glimmering harbor and glamorous film festival attract the world's rich and famous. "Why do thieves target Cannes? It's simple ... On the Cote d'Azur, it's where the monied people flow," he said.

Sazonoff also said police would likely probe whether Sunday's heist is linked to recent jail escapes by alleged members of the Pink Panther jewel thief gang.

On Thursday, gang member Milan Poparic escaped his Swiss prison after accomplices rammed a gate and overpowered guards with bursts from their AK-47s, police said.

Police say the Pink Panther network's members are prime suspects in a series of daring thefts. According to Interpol, the group has targeted luxury watch and jewelry stores in Europe, the Middle East, Asia and the United States, netting more than ?330 million (?285m) since 1999.

Poparic is the third member of the Pink Panthers to escape from a Swiss prison in as many months, according to Vaud police.

"The brazen drama of it is their style... The possibility of the reemergence of the Pink Panther gang is very troubling and taken seriously by law enforcement worldwide," Sazonoff said. "The theft of high value diamonds is exactly what they do, so it's not a great leap to assume they are on the warpath again. They are a crime wave waiting to happen."

STATE HOUSE NEWS: As track bids for slots license, meeting focuses on former president


State officials expressed concerns?Thursday?that a former Plainridge Racecourse official did not attend a key meeting regarding the completion of a background investigation for Plainridge, a contender for the sole slot parlor license under the state?s expanded gaming law.?

During a meeting in Boston, Massachusetts Gaming Commission officials said they were concerned that former chief financial officer Timothy Peterson, who resigned this week, was not on hand for questions about former track president Gary Piontkoski?s personal cash withdrawals from the track?s money room.

Piontkowski abruptly resigned in April, saying he had left the enterprise for health reasons. John Grogan, his successor, told commission officials that Peterson?s resignation this week was a ?total surprise.??

Karen Wells, MassGaming?s director of investigations and enforcement, said Ourway Realty majority owners Stanley Fulton, founder and operator of Anchor Gaming, and Alfred Ross appeared in position to fund the development of the slot parlor at the Plainville harness racetrack.

MassGaming investigators concluded in their report that while the commission will make the final decision on whether Plainridge?s team is suitable for a slots license, the applicant and its owners ?have the requisite financial stability, integrity and responsibility, the availability of suitable financial resources, have demonstrated sound business experience, good character and personal integrity.??

As for Piontkowski, former chair of the Mass. Racing Commission and the longtime ?public face? of Plainridge, Wells said he had routinely and almost daily withdrawn small amounts of cash from the track?s money room that ?amounted to a very large sum of money.? When the funds were not repaid, they were characterized as an ?accommodation? or a ?distribution? to the former track president. In their report, investigators redacted the amount of reported distributions to Piontkowski from 2004 to 2011. Wells also told commissioners Piontkowski had once advised an employee ?never write anything down.??

Investigators questioned Peterson during the course of their work. Addressing Piontkowski?s alleged conduct, investigators ?found that Peterson testified in a credible fashion that he was uncomfortable with this particular business practice of his boss, tried to bring it to the attention of the Members through the audit letters but was not in a position to stop this practice.??

Investigators reported that Grogan, who lives in Westwood and was an investment banker for 25 years, has implemented new internal controls to address ?past shortcomings in the applicant operation.??

Grogan said he understands that Plainridge must present ?clear and convincing evidence? that the track is a suitable slot license applicant. He did not dispute findings of deficiencies in the track?s operation.

Grogan also said the investigation into the money room resulted in Piontkowski?s resignation.?

?He has no contact, influence or involvement in the company right now,? said Grogan, who testified?Thursdaywith attorneys from Foley Hoag.

Probing the integrity of the applicants, commission officials spent considerable time raising questions about financial arrangements made by the slots license applicant with Piontkowski as he left the company. Grogan said conversations with Piontkowski about his departure were ?extraordinarily difficult.?

In an April press release announcing his retirement, the track reported that Piontkowski ?looks forward to spending more time with his wife? and two daughters and ?will concentrate on his health." Piontkowski said at the time in a statement, "This has been a long journey, requiring intense effort. I am deeply grateful to my business partners at Plainridge for their faith and support as well as for their understanding for this personal decision."

India reschedules Sudan Lines of Credit of over $0.5 bn

Preneet-KaurNew Delhi, July 25 : India Thursday agreed to reschedule its existing Lines of Credit (LoC) to Sudan totalling $566.9 million.

According to an external affairs ministry statement here, the agreement for India's biggest rescheduling of LoC till date was signed in the presence of Minister of State for External Affairs Preneet Kaur and Sudan's Minister of Finance and National Economy Ali Mahmoud Mohamed, who is currently on an official visit to India.

"This is a first request for re-scheduling the Lines of Credit of such magnitude being considered by India and it was favourably considered given the difficult economic situation of Sudan post the secession of South Sudan," the statement said.

There are six existing LoCs to Sudan and the Exim Bank is the implementation arm for these.

The rescheduling has been made by way of relaxation of the interest rate, repayment period and moratorium of the LoC.

Technical discussions between the two countries regarding rescheduling were held over two days earlier this week.

The statement further said the issue of payment of dues by the Sudan government to ONGC's foreign arm ONGC Videsh Limited (OVL) and other commercial interests was raised by the Indian side and the Sudanese delegation assured that this issue will be resolved at the earliest.

The Sudanese side agreed to make every effort to ensure that Indian commercial interests are not adversely affected, the statement added.

Indian companies currently doing business in Sudan include the state-run BHEL in the power sector, oil and gas explorer ONGC, and Bajaj, Tata and Mahindra from the private sector. Besides, various Indian pharmaceutical companies also operate in Sudan.

Sudan is an important exporter of agricultural and mineral resources, while current volume of bilateral is around $1.2 billion per annum.

In an interview with IANS earlier this month, Sudan's Ambassador to India Hassan El Talib urged the Indian government to speedily open a bank branch in Sudan so that the actual value of bilateral trade is reflected in the respective countries and its full benefits accrue to both countries. Currently, substantial amount of transactions are made through third country banks. (IANS)

When Mars was wet: How snow melt might have carved valleys

Researchers say that 3.7 billion years ago on Mars, mountain precipitation could have carved networks of wide, shallow valleys that drop from ridges, peaks, and crater rims.

On Earth, it's a familiar scene: winds driving soggy air up the slopes of a mountain range, where the moisture condenses, and precipitation leaves those windward slopes lush with vegetation and etched with valleys and ravines.

New research suggests that some 3.7 billion years ago, valley networks on slopes on Mars ? minus the "lush" ? may have been etched by the same process.

An international team of planetary scientists has shown that precipitation triggered or enhanced by this so-called orographic lift, could have played a role in carving networks of wide, shallow valleys that drop from ridges, peaks, and crater rims on the Martian highlands.

The work aims to help unpack details about Mars' climate during a period when water filled what are now dry river beds and and when clay-based minerals were forming.

These are conditions and processes "that point to a more hospitable climate than we currently have on Mars, one that could potentially have been more amenable to life," says Kathleen Scanlon, a PhD candidate at Brown University in Providence, R.I., and the lead author of the study, which is set to be published in the journal Geophysical Research Letters.

It's not clear whether the precipitation the study points to would have appeared mainly as rain or snow, since estimates of temperatures on Mars at that time depend on which climate model for Mars one uses, Ms. Scanlon notes.

For this study, the team, which included colleagues from Brown as well as scientists from the University of Chicago and the University of Paris, used a new model that yields colder average temperatures for the period, suggesting snow. The snow would have melted during periodic warm spells to provide the flowing water to carve the valleys.

Whatever form the precipitation initially took, the study suggests that atmospheric moisture played a key role in shaping the Martian surface, in addition to any contribution groundwater or melting of subsurface ice may have contributed early in Mars' history, the researchers say.

Moreover, the study's results suggest a range of densities for the atmosphere that could shed further light on the climate at the time, a period of transition from the Nochian to the Hesperian ages. During this transition, the red planet's climate is thought to have started its shift from what some researchers suggest was a relatively warm, wet period to the chilled, dessicated climate the planet hosts today.

The valleys in question are on the order of a few hundred yards deep and a few miles across, Skanlon says. These valleys host what appear to be river beds that are up to 300 feet wide. Some of these river channels run for hundreds of miles.

The team picked land forms that dated to the Nochian-Hesperian transition because earlier features would have been heavily eroded and so harder to interpret, while later features might have been tough to distinguish from valleys cut by the melt of ice on the slopes of erupting volcanoes. The solar system's largest mountain, the volcano Olympus Mons, is thought to have formed during the Hesperian age.

The team identified four regions laced with networks of shallow valleys and river beds. Using a global climate model for Mars, they estimated broad wind patterns at the time, then fed those winds, along with the topographical data, into a smaller-scale model designed to study precipitation and orographic lift. They found that the model's most intense precipitation for the valley networks corresponded with the bunched, upslope areas where the networks originated. These networks and their areas of origin appear in images taken during NASA's Mars Global Surveyor and Mars Reconnaissance Orbiter missions.

One of those valley networks, Warrego Valles, also became a testing ground for estimating the Martian atmosphere's density back in the day.

The team presented its global model with an atmosphere at twice Earth's current sea-level pressure, or a pressure of 2 bar. Under that scenario, prevailing winds tended to be too weak and came from the wrong direction to dump precipitation in the right area to trigger the network's formation.

When the team dialed atmospheric pressure down to either 0.5 bar or 1 bar, precipitation shifted to the correct locations.

The next step is to see if the atmosphere could have held enough moisture to allow precipitation from orographic lift to play a significant role in forming the valley networks.

Other researchers have estimated the water-flow rates needed to form these networks. The next step, Scanlon says, is to see what it takes for Mars climate models to approximate the right precipitation rates over the right locations and compare the results with the estimates.

Congress Disapproval Rating Hits All-Time High In NBC/WSJ Poll, Obama Approval Drops

A NBC/Wall Street Journal poll released Wednesday finds that Americans' disapproval of Congress has reached unprecedented levels, while approval of President Barack Obama has dropped significantly.

According to the survey, 83 percent of Americans disapprove of the job Congress is doing in Washington, an all-time high in the poll. Just 12 percent approve of Congress' job, while 57 percent they would replace every member of Congress if they could.

NBC/WSJ also finds that the president's approval rating has dropped to 45 percent, down from 48 percent last month. Obama's new approval rating is the lowest in the poll since August 2011, when the president was entangled in a standoff over the debt ceiling with House Speaker John Boehner (R-Ohio) and other congressional Republicans.

"There is a palpable unhappiness with Washington," says pollster Peter D. Hart said of the results.

Other recent polls have found similar trends. A Gallup report released Monday found that Obama averaged a 47.9 percent approval rating over the last three months, marking a drop for the president. Meanwhile, a McClatchy-Marist survey found Obama's overall approval at 41 percent, while 33 percent of voters approved of congressional Democrats and 22 percent approved of congressional Republicans.

The NBC/WSJ poll, which surveyed 1,000 adults, was conducted July 17-21 and has a margin of error of plus-minus 3.1 percentage points.

California Farm Bureau earns national awards

Social media, video, print and graphic design projects undertaken by the California Farm Bureau Federation have earned top honors from the American Farm Bureau Federation in its annual communications competition. California earned six awards, the most of any state in the annual competition. The awards were presented last week in Portland, Ore., during a ceremony honoring work by state Farm Bureaus across the country.

The bimonthly magazine published by the California Farm Bureau, California Bountiful, was named Best Magazine in the national competition. Written and designed for a non-farm audience, California Bountiful includes features on food, travel, recipes and the people who use, prepare and grow California food and farm products. The contest judge praised California Bountiful for "fun and useful" articles and "outstanding" photography and design.

A story published in the magazine last August earned the award for Best Feature Story. Written by assistant editor Christine Souza, the story focuses on father-and-son farmers in Santa Clara County who grow a full range of peppers-from the sweetest bell pepper to the spiciest Bhut Jolokia variety-and contains a guide to different pepper varieties.

The story followed the produce from the small farms where it's grown through the harvesting, packing and delivery processes.

The California Bountiful Facebook page, which represents both the magazine and the television program, earned the award for Best Social Media Tool. A brochure that shows how Farm Bureau works on behalf of farmers, ranchers and their customers earned the award for Best Pamphlet or Brochure. Written by Casey Gudel and designed by Karin Bakotich, the "Protecting Family Farms and Ranches" brochure is intended to be shared with elected officials and to balance facts and figures with the human story behind Farm Bureau policy initiatives.

The sixth award, for Best Graphic Design, recognized the icon created for the 2012 CFBF Annual Meeting. Using the theme, "California Agriculture: Leading the Way," the icon by graphic designer Matt Salvo incorporates an image of a compass-with an almond leaf substituted for its directional arrow-and has been used for additional CFBF events and social media accounts in 2013.

Along with the six awards, CFBF earned honorable mention in three categories, for Ag Alert newspaper, the California Bountiful television program, and for an Ag Alert news story outlining the difficult choices facing cattle ranchers after wildfire damaged grazing land.

The California Farm Bureau Federation works to protect family farms and ranches on behalf of more than 74,000 members statewide and as part of a nationwide network of more than 6.2 million Farm Bureau members.

'The Conjuring' scares up $41.5M to top box office

SAN DIEGO (AP) ? Moviegoers were ready for a fright this weekend, sending "The Conjuring" into first place at the box office.

According to studio estimates Sunday, the Warner Bros. haunted-house horror debuted with $41.5 million in domestic ticket sales, unseating the three-week champ, "Despicable Me 2." The Universal film dropped to second place with $25 million.

Fox's new animated offering, "Turbo," opened with $21.5 million, good for third place.

The Sony comedy "Grown Ups 2" held onto fourth place in its second week of release, earning $20 million.

Summit Entertainment's "Red 2," which stars Bruce Willis and Helen Mirren as retired CIA operatives, debuted in fifth place with $18.5 million.

The weekend's other new big release, the Jeff Bridges-Ryan Reynolds caper "R.I.P.D.," opened with a disappointing $12.76 million.

Asian stocks mostly gain after Japan election

BEIJING (AP) Chinese stocks fell but other Asian markets edged up Monday after Japan's ruling party won a majority in parliament's upper house and a mandate to push ahead economic reforms.

Oil stayed above $108 a barrel amid signs of an improving U.S. economy.

Tokyo's Nikkei 225 gained 0.1 percent to 14,609.02 following Sunday's election. The outcome a victory for Prime Minister Shinzo Abe, whose "Abenomics" program aimed at sparking an economic revival was widely expected and already had been factored into trading strategies.

"The results of Sunday's Upper House elections are probably the best outcome for the equity markets, especially if, as seems likely, the yen resumes its gradual decline," said Marcel Thieliant of Capital Economics in a report.

Markets in Singapore, Seoul, Taipei and Sydney rose in light trading.

China and Hong Kong were the regional exceptions. China's benchmark Shanghai Composite Index was off 0.5 percent at 1,981.34 after sentiment was dampened by last week's data showing economic growth slowed for a second quarter. Hong Kong's Hang Seng shed 0.2 percent to 21,326.13.

There was little impact from Beijing's lifting Friday of controls on interest banks can charge on loans.

The move, one element of long-promised financial reforms, could mean lower rates for more creditworthy borrowers and might help to boost growth.

But analysts say the immediate impact will be limited because a cap on interest paid on deposits remains in place, suppressing returns to savers and depressing consumer spending.

"Rate liberalization alone will not be able to address all the problems that China faces today," said Credit Suisse economists Dong Tao and Weishen Deng in a report. "The core issue today is that private investment interest weakened significantly."

Elsewhere, Taiwan's Taiex added 0.6 percent to 8,109.16. Sydney's S&P/ASX 200 rose 0.5 percent to 4,997.30. India's Sensex added 0.2 percent to 20,192.33. Benchmarks in Manila and New Zealand also rose.

On Friday, U.S. stock prices were hurt by a slump in technology issues including Microsoft, Hewlett-Packard and IBM. The Standard & Poor's 500 gained 0.2 percent while the Dow Jones Industrial average was almost unchanged.

Japan's stagnant economy is showing signs of perking up, helped by the aggressive monetary and fiscal stimulus that Abe has implemented since he took office in late December. Stocks have surged, business confidence is improving and the weaker yen has eased pressure on exporters.

Long-term growth requires changes to boost competitiveness and cope with Japan's rapidly graying population and soaring national debt.

Abe faces a decision this fall on whether to follow through on raising the sales tax next April from 5 percent to 8 percent, a move needed to shore up Japan's public finances, but one that many worry will derail the recovery.

By contrast, China's slowdown is deepening, prompting some analysts to say Beijing might need to launch a new stimulus to prevent a plunge in growth.

Economic growth fell to a two-decade low of 7.5 percent in the three months ending in June from 7.7 percent the previous quarter. Retail sales and investment growth also weakened, while surveys showed June manufacturing activity contracted.

New communist leaders who are in their first year in power are trying to shift the basis of China's growth from exports and investment to more self-sustaining domestic consumption. They say slower growth is acceptable but some analysts warn an accelerating downturn might force them to temporarily reverse course and step up government spending.

In currency markets, the dollar declined to 99.99 yen from the previous trading session's 100.6 yen. The euro rose to $1.3155 from $1.3141.

Benchmark crude gained 34 cents to $108.21 a barrel in electronic trading on the New York Mercantile Exchange.

Victim speaks out in bid to catch 2003 Washington rapist

A RAPE victim is today urging people to help catch the man who attacked her ten years ago.

Today (Monday July 22) is the anniversary of the knifepoint ordeal suffered by the victim, then aged 16, in Washington Old Village.

She was walking near the junction of the A1231 and Parkway at 8.30pm when a man dragged her into nearby bushes and raped her.

He threatened the girl with a knife leaving scratch marks on her throat.

The victim said: "Please help me find the man responsible for raping me so no one else has to go through what I am going through."

Detectives have continued to carry out extensive enquiries, but have not yet found the attacker.

DNA has allowed officers to eliminate more than 1,000 people from the enquiry.?

Superintendent Jim Napier, of Sunderland Area Command: ?Ten years ago a man raped a 16-year-old girl and threatened her with a knife in a vicious attack.

?Despite extensive enquiries he has never been caught and the victim has had to live for the past ten years knowing her attacker has never been brought to justice.

?We?re renewing our appeal to make sure he gets caught and faces the consequences of the attack and give the victim the opportunity to move on from the ordeal.

?The man will know he is wanted by police and our message to him is despite it being ten years since the attack, our enquiries will continue and new forensic advancements will mean we will find him."?

The rapist, now about 50, is 6ft tall and of medium build.

He was wearing a blue baseball cap, green cagoule or rainjacket, blue jeans and brown shoes.

INDIANAPOLIS -- Research from the Regenstrief Institute and the Indiana University Center for Aging Research has found that many family caregivers of older adults with dementia are willing to consider stopping cancer screening of the elderly individual; they are also relieved when the older adult's physician brings it up.

"This openness of dementia caregivers to considering cancer screening cessation for older adults provides potential to reduce both patient burden and health care costs as well as family caregiver distress, while improving the overall quality of care for patients with dementia," said Regenstrief Institute investigator Alexia Torke, M.D., an IU Center for Aging Research scientist and an associate professor of medicine at the IU School of Medicine, who led the study. She points to other research showing that patients with serious illness such as dementia often receive cancer screening tests such as colonoscopy and mammography that may be burdensome to the patient but unlikely to be beneficial.

The researchers conducted focus groups with caregivers -- from urban and suburban settings in one Midwest metropolitan area and of differing socio-economic status -- attending support meetings for family members of dementia patients. The investigators found that caregivers' concerns about cancer screening for older adults with dementia targeted four areas:

  • Quality versus quantity of life.
  • Burdens placed on the patient and caregiver by the screening.
  • How to end screening.
  • Variability of physician expertise on the risks and benefits of screening for this population.

"As dementia progresses, caregivers must take over the process of medical decision-making," Dr. Torke said. "Prior to our study, little had been known about how decisions to continue or stop screening are actually made by caregivers of family members with dementia, or if caregivers' perspectives on cancer screening were as positive as previous studies have found in other populations, including older adults."

For example, the perspective of the caregivers, who mostly favored forgoing cancer screening for older adults with dementia, differs from the perspective of older adults without cognitive impairment. A previous study conducted by the authors of this study found that adults who were not cognitively impaired viewed cancer screening as an automatic, recommended or obligatory action.

The researchers report in this new study that caregivers of people with dementia are not only willing to consider stopping cancer screening, many are relieved when physicians bring it up. Caregivers are most open to discussions of screening cessation when these discussions focus on quality of life and burdens and benefits for the person with dementia.

One caregiver said, "I was concerned about her quality of life and making sure that she was very, very comfortable, and I think that means more than putting people through a lot of unnecessary, uncomfortable procedures. It's not going to make the person better. It might make them linger on, but are you really living?"

The caregiver of another older adult said specifically of colon cancer screening, "At the point where my mother is right now, there's no way in the world I could get her to drink all that stuff and not eat. I'm thinking who's going to monitor all 24 hours a day? I can't do it. I can't do it. It's utterly impossible. So I can't send her through that and I can't go through it."

The caregivers, men and women ranging in age from 49 to 85, were primarily spouses or children of older adults with dementia.

The study "Caregiver perspectives on cancer screening for persons with dementia: Why put them through it?" appears July 19 online in advance of publication in the Journal of the American Geriatrics Society.

Bank of Canada lays out conditions for steady rates

OTTAWA (Reuters) - The Bank of Canada said on Wednesday it will hold its benchmark interest rate steady at 1 percent while the economy remains fragile and inflation stays low, but that it still sees rates rising if the economy performs in line with its expectations.

The policy announcement, the first under new Governor Stephen Poloz, delivered roughly the same message as those offered by his predecessor, Mark Carney, over the past year: it is likely just a matter of time before borrowing costs start to rise.

But Poloz, who took over in June, was more explicit in stating that the continuation of steady rates depends on three key factors.

"As long as there is significant slack in the Canadian economy, the inflation outlook remains muted, and imbalances in the household sector continue to evolve constructively, the considerable monetary policy stimulus currently in place will remain appropriate," Poloz told a news conference announcing the bank's decision.

"Over time, as the normalization of these conditions unfolds, a gradual normalization of policy interest rates can also be expected, consistent with achieving the 2 percent inflation target."

The Canadian economy has struggled to stay on a growth track after a relatively speedy recovery from the world economic crisis. Inflationary pressures remain muted.

The bank did not provide specific thresholds that could trigger a rate increase.

Some economists had raised the possibility that Poloz would drop any mention of future rate hikes in a more dovish stance than Carney had taken. Following the statement, traders eliminated their already minuscule bets on a rate cut in September, and also reduced their bets on a rate hike in October and December.

"They tweaked - very, very slightly - the eventual tightening bias, but not in any meaningful way, I don't think," said Mark Chandler, head of fixed income and currency strategy at the Royal Bank of Canada.

"Overall, I think it was quite cautious. I'd hate to paint it specifically dovish or hawkish."

The Canadian dollar weakened to a session low against the U.S. dollar after the statement, sliding to C$1.0445 versus the greenback, or 95.74 U.S. cents. But it quickly regained most of the lost ground.

The central bank has held its overnight rate at 1 percent since September 2010, the longest period between rate changes since the 1950s. Since April 2012 it has been hinting at rate hikes to come, making it the only central bank in the Group of Seven major economies to have a hawkish bias, albeit a mild one.

Market players don't expect a move until the fourth quarter of 2014.

"I think the bank has been pretty clear on what conditions will get them to tighten. Ours, and others' views are so far down the line, it's just a matter of whether the economy behaves or not," said Doug Porter, chief economist at BMO Capital Markets.

HIT FROM FLOODS, STRIKE TEMPORARY

The bank cut its forecast for second-quarter growth sharply - to 1 percent from 1.8 percent - largely due to the impact of catastrophic flooding in Alberta and a strike by construction workers in Quebec. But it said third-quarter growth would more than compensate for that decline. It forecast third-quarter growth of 3.8 percent, up from its previous estimate of 2.3 percent.

That meant the volatility of the two quarters would not play into its policy choices.

The Alberta flood will cut 0.7 percentage points from second-quarter annualized growth, while the Quebec strike will cut 0.6 points, the bank estimated. Rebuilding in Alberta will boost growth by 1 percentage point in the third quarter, while the end of the Quebec strike in early July means third-quarter GDP will get a 0.8 point lift.

The bank said the economy will grow 1.8 percent this year, up from its previous estimate of 1.5 percent. Growth will come in at 2.7 percent in both 2014 and 2015, it estimated.

The overall growth outlook is little changed from the bank's April forecast, and the bank continues to expect the economy to return to full capacity and inflation to rise to its 2 percent target by mid-2015.

One key change in language from previous statements is that the bank no longer referred to the "persistent strength of the Canadian dollar," reflecting a weakening of the currency since the Monetary Policy Report the bank released in April.

"In general, we would prefer not to offer a running commentary on the dollar in any case," Poloz said.

However, little is known about whether these programs result in improved adherence to cancer screening guidelines or how participants' characteristics affect subsequent screening. This study was conducted to describe cancer screening behaviors among participants in a state EWP and identify factors associated with screening adherence among those who were initially nonadherent. METHODS: We identified employees and their dependents who completed health risk assessments (HRAs) as part of the Kansas state EWP in both 2008 and 2009. We examined baseline rates of adherence to cancer screening guidelines in 2008 and factors associated with adherence in 2009 among participants who were initially nonadherent. RESULTS: Of 53,095 eligible participants, 13,222 (25%) participated in the EWP in 2008 and 6,205 (12%) participated in both years. Among the multiyear participants, adherence was high at baseline to screening for breast (92.5%), cervical (91.8%), and colorectal cancer (72.7%). Of participants who were initially nonadherent in 2008, 52.4%, 41.3%, and 33.5%, respectively, became adherent in the following year to breast, cervical, and colorectal cancer screening. Suburban/urban residence and more frequent doctor visits predicted adherence to breast and colorectal cancer screening guidelines. CONCLUSION: The effectiveness of EWPs for increasing cancer screening is limited by low HRA participation rates, high rates of adherence to screening at baseline, and failure of nonadherent participants to get screening. Improving overall adherence to cancer screening guidelines among employees will require efforts to increase HRA participation, stronger interventions for nonadherent participants, and better access to screening for rural employees.

FDI into China climbs in first half: govt

BEIJING: Foreign direct investment (FDI) into China rose 4.9 per cent year-on-year during the first half of 2013, official data showed Wednesday, despite slowing growth in the world's second-largest economy.

Outbound investment from China leapt 29.0 per cent to $45.6 billion, the commerce ministry announced, with major increases in the crucial US and Australian markets.

Incoming FDI, which excludes financial sectors, increased to $62.0 billion from January through June, the ministry said. For June itself, it rose 20.1 per cent year-on-year to $14.4 billion.

"Investment from Japan, the EU and US maintained rather rapid growth," ministry spokesman Shen Danyang told reporters.

Japan invested $4.7 billion in the six-month period, up 14.4 per cent on year, with EU investment 14.7 per cent higher at $4.0 billion and that from the United States rising 12.3 per cent to $1.8 billion.

The vast majority of investment into China comes from a group of 10 Asian countries and regions including Hong Kong, Taiwan, Japan and Singapore.

Inflows from those economies gained 5.3 per cent on-year to $53.8 billion during the first half.

Inward investment fell in 2012 for the first time in three years as clouds gathered over the global economy such as in Europe, while China suffered its own economic slowdown and political tensions soared with Japan.

"It is premature to come to the conclusion FDI has recovered with the single month data in June," Shen said. "But FDI was relatively stable in the first half and gradually rebounded.

"We expect FDI to maintain steady growth in the second half of the year."

China's economy grew at its slowest pace in 13 years in 2012 as gross domestic product expanded 7.8 per cent.

In the first half of this year growth slipped again to 7.6 per cent, Beijing said this week.

Chinese overseas investment increased significantly in the period, with money flowing into the United States almost quadrupling, jumping 290 per cent year-on-year.

It almost doubled into resource-rich Australia, where it went up 93 per cent, and investment into the European Union also rose 50 per cent.

However, investment into Japan, with which China is embroiled in a row over disputed islands in the East China Sea, fell 9.1 per cent.

Shen said the fall was mainly a result of a widening choice of investment destinations for cash-rich Chinese companies, as well as "investment barriers" in Japan.

"Whether the Japanese economy and its investment environment is the most ideal among all the countries and regions for (Chinese) companies to go is up to the market and the companies to decide," he said.

In May China's Shuanghui International announced it would buy US meats giant Smithfield for $4.7 billion, while Australia is a crucial source of commodities for Beijing.

Mergers and acquisitions accounted for around 30 per cent of China's investment in the first half, Shen said, citing oil giant CNOOC's $15.1 billion purchase of Canada's Nexen -- the largest ever overseas takeover by a Chinese firm -- as an example.

The most appealing sectors for Chinese investors were construction, which surged 541 per cent in January-June, science and technology (151 per cent), mining (142 per cent) and real estate (110 per cent).

4 Ways Teachers Can Save on Classroom Expenses

Outfitting high school classrooms is big business.

Educators spent roughly $3.2 billion last year to stock their classrooms with everything from disinfectant to educational games, according to an annual report by the National School Supply and Equipment Association.

Of that total, $1.6 billion came directly out of teachers' pockets, according to the report, which surveyed nearly 400 elementary, middle and high school teachers.

Dwindling district budgets, often due to cuts at the state level, often make teachers dig further into their own pocketbooks to fund classroom necessities.

Nearly 80 percent of teachers surveyed for the report said they used personal money to make up for shortfalls and more than 30 percent asked parents for donations, the report notes.

Below are four ways teachers can save on out-of-pocket classroom expenses.

1. Wish lists and donations: Sites such as AdoptAClassroom.org allow teachers to lean on parents and community members for financial support, instead of their own wallets.

Educators can also jump on the crowd funding bandwagon to solicit donations for classroom supplies and special projects.

Elizabeth Monda, an elementary school teacher in Memphis, raised $3,500 for a community garden project and more than $500 for study aids using PledgeCents, a funding site dedicated to educators.

"Teachers often have to pay for these things ourselves. This was a quick turnaround," Monda says of her campaign, adding that crowd funding sites can help teachers raise money for everything from pencils to field trips.

Teachers who don't want to solicit donations can simply post a class wish list to the school's website, or send one home with students, and give parents the opportunity to chip in.

2. Back-to-school sales: Tax-free shopping days and early August blowout sales are not just for parents. Educators can take advantage of these sales to supply their classrooms.

Can't make the sale? Scan the aisles of discount stores such as the Dollar Tree to find basic classroom supplies. Retailers such as The Container Store and Kmart extend discounts to teachers year-round.

3. Grants and tax breaks: Free money is there for the taking, as long as teachers aren't scared of a little paperwork.

"In my 25 years of teaching, I brought in over $25,000 for my classroom from assorted grants," Renee Heiss, a former high school teacher in New Jersey, noted in a blog post last year.

The U.S. Department of Education maintains a database of open grant competitions, including deadlines. Local and national educational organizations, such as the Bill and Melinda Gates Foundation, also sponsor grants for educators.

Teachers can also deduct expenses such as books and software on their taxes. These deductions are capped at $250 per year and are limited to qualifying items.

4. Recycled supplies: While some supplies will inevitably run out, others can be used from year to year. Teachers can also rely on colleagues to fill classroom needs.

"One thing I know other teachers are doing is visiting teach websites and bartering, exchanging and reusing materials from other teachers," says Genola Johnson, an educational consultant and former teacher.

Veteran teachers about to retire can also be a valuable resource, Heiss wrote.

"Many times, the retirees are looking to downsize or clean their supply cabinets," she wrote. "I'm sure that teacher will be very glad to share what she has stockpiled over twenty or thirty years."

Pope, UN crack down on church child abuse (+video)

Pope Francis has strengthened church laws against child abuse, while a UN committee investigates the Vatican's handling of abuse allegations.

Vatican officials announced Thursday that Pope Francis has bolstered legislation against child abuse within the grounds of the small city-state. At the same time, a United Nations committee has demanded that the church reveal its procedures for dealing with child abuse allegations.

Though child abuse is already designated as a criminal act, the pope has moved to strengthen Vatican law, making it illegal to sexually or physically abuse children specifically within the Vatican City limits, according to CNN. Hundreds of people live in the Vatican, while millions visit every year. The new law will also broaden the definition of child abuse to include child prostitution and child pornography.

The legal changes were issued in Pope Francis?s first ?Moto Proprio? ? a directive the pope launches himself, writes Reuters. The pope also announced his intention to increase the Vatican?s support of international laws against crimes such as money laundering and terrorism. ?

The laws comes as part of an overall reform process started under Pope Benedict XVI and prompted by scandals revealing corruption and ineptitude?in the Vatican bureaucracy, reports Agence France-Presse.

The pope's reform "extends the reach of the legislation contained in these criminal laws to the members, officials and employees of the various bodies of the Roman Curia," the central body of the Catholic Church, Mamberti said.

"This extension has the aim of making the crimes included in these laws indictable by the judicial organs of Vatican City State even when committed outside the borders of the state," he said.

When Pope Francis was elected in March, the church was beset by accusations of covering up child sex-abuse cases. Pope Benedict came under harsh criticism for his perceived lack of action against pedophilia among clergy.

As a result of these allegations, the UN Committee on the Rights of the Child (CRC) has requested information on how the Vatican handles children?s rights abuses globally, including sexual abuse cases, reports the Globe and Mail. The CRC monitors adherence to the 1990 UN Convention on the Rights of the Child, which the Vatican has both signed and ratified.

The demands include confidential information on church investigations into child-abuse cases and mark the first time that the Vatican has been probed by an international body.

Highlighted on the ?List of Issues? presented to the Holy See by the CRC is the question of what steps have been taken to prevent clergy accused of sexual abuse from contacting their alleged victims, writes the Washington Post. The Vatican is also being asked to answer questions regarding the purported transferring of clergy members accused of abuse.

The questioning comes in advance of the Vatican?s scheduled meeting with the committee in January 2014.
