Police: $53 million in jewels stolen in Cannes

PARIS (AP) -- A staggering 40 million euro ($53 million) worth of diamonds and other jewels was stolen Sunday from the Carlton Intercontinental Hotel in Cannes, in one of Europe's biggest jewelry heists in recent years, police said. One expert noted the crime follows recent jail escapes by members of the notorious "Pink Panther" jewel thief gang.

The hotel in the sweltering French Riviera was hosting a temporary jewelry exhibit over the summer from the prestigious Leviev diamond house, which is owned by Israeli billionaire Lev Leviev.

A police spokesman said the theft took place around noon, but he could not confirm local media reports that the robber was a single gunman who stuffed a suitcase with the gems before making a swift exit. The spokesman spoke on condition of anonymity because he was not authorized to discuss the matter on the record.

The luxury Carlton hotel is situated on the exclusive Promenade de la Croisette that stretches a mile and a half along the French Riviera, and is thronged by the rich and famous throughout the year. The hotel's position provides not only a beautiful view of the sea but also an easy getaway for potential jewel thieves along the long stretch of road.

"It's a huge theft. Anytime you talk about a heist with many millions of dollars it turns heads and feeds the imagination," said Jonathan Sazonoff, U.S. editor for the Museum Security Network website and an authority on high-value crime.

He said the likelihood of recovering the stolen diamonds and jewels is slim, because the thieves can easily sell them on. "The fear is, if you're dealing with high-quality minerals, it's hard to get them back," Sazonoff said. "They can be broken up and so they can be easily smuggled and sold."

The valuable gems were supposed to be on public display until the end of August. It was not immediately clear how many pieces were stolen.

Several police officers were placed in front of the Carlton exhibition room ? near a Cartier diamond boutique ? to prevent the dozens of journalists and photographers from getting a look at the scene of the crime.

Europe has been struck by several brazen jewelry thefts in recent years, some of which have involved tens of millions of dollars in treasure.

On Feb. 18 in Belgium, some $50 million worth of diamonds were stolen. In that heist, robbers targeted stones from the global diamond center of Antwerp that had been loaded on a plane headed to Zurich. Authorities have since detained dozens of people and recovered much of the items stolen in that operation.

Five years ago, in December 2008, armed robbers wearing women's wigs and clothing made off with diamond rings, gem-studded bracelets and other jewelry said then to be worth $108 million from a Harry Winston boutique in Paris.

Also in 2008 ? in February of that year ? in a scene reminiscent of the movie "The Italian Job," masked thieves drilled a tunnel into a Damiani jewelry company showroom in Milan, Italy. They tied up the staff with plastic cable and sticky tape, then made off with gold, diamonds and rubies worth some $20 million. The robbers had been digging for several weeks from a building under construction next door.

Cannes appears to be a favorite target this year ? in May it was struck by other two highly publicized jewelry heists during the Cannes Film Festival.

In the first theft, robbers stole about $1 million worth of jewels after ripping a safe from the wall of a hotel room. In the second, thieves outsmarted 80 security guards in an exclusive hotel and grabbed a De Grisogono necklace that creators said is worth 2 million euros ($2.6 million).

Sazonoff said it is normal for robbers to gravitate to a place like Cannes, whose glimmering harbor and glamorous film festival attract the world's rich and famous. "Why do thieves target Cannes? It's simple ... On the Cote d'Azur, it's where the monied people flow," he said.

Sazonoff also said police would likely probe whether Sunday's heist is linked to recent jail escapes by alleged members of the Pink Panther jewel thief gang.

On Thursday, gang member Milan Poparic escaped his Swiss prison after accomplices rammed a gate and overpowered guards with bursts from their AK-47s, police said.

Police say the Pink Panther network's members are prime suspects in a series of daring thefts. According to Interpol, the group has targeted luxury watch and jewelry stores in Europe, the Middle East, Asia and the United States, netting more than ?330 million (?285m) since 1999.

Poparic is the third member of the Pink Panthers to escape from a Swiss prison in as many months, according to Vaud police.

"The brazen drama of it is their style... The possibility of the reemergence of the Pink Panther gang is very troubling and taken seriously by law enforcement worldwide," Sazonoff said. "The theft of high value diamonds is exactly what they do, so it's not a great leap to assume they are on the warpath again. They are a crime wave waiting to happen."

STATE HOUSE NEWS: As track bids for slots license, meeting focuses on former president


State officials expressed concerns?Thursday?that a former Plainridge Racecourse official did not attend a key meeting regarding the completion of a background investigation for Plainridge, a contender for the sole slot parlor license under the state?s expanded gaming law.?

During a meeting in Boston, Massachusetts Gaming Commission officials said they were concerned that former chief financial officer Timothy Peterson, who resigned this week, was not on hand for questions about former track president Gary Piontkoski?s personal cash withdrawals from the track?s money room.

Piontkowski abruptly resigned in April, saying he had left the enterprise for health reasons. John Grogan, his successor, told commission officials that Peterson?s resignation this week was a ?total surprise.??

Karen Wells, MassGaming?s director of investigations and enforcement, said Ourway Realty majority owners Stanley Fulton, founder and operator of Anchor Gaming, and Alfred Ross appeared in position to fund the development of the slot parlor at the Plainville harness racetrack.

MassGaming investigators concluded in their report that while the commission will make the final decision on whether Plainridge?s team is suitable for a slots license, the applicant and its owners ?have the requisite financial stability, integrity and responsibility, the availability of suitable financial resources, have demonstrated sound business experience, good character and personal integrity.??

As for Piontkowski, former chair of the Mass. Racing Commission and the longtime ?public face? of Plainridge, Wells said he had routinely and almost daily withdrawn small amounts of cash from the track?s money room that ?amounted to a very large sum of money.? When the funds were not repaid, they were characterized as an ?accommodation? or a ?distribution? to the former track president. In their report, investigators redacted the amount of reported distributions to Piontkowski from 2004 to 2011. Wells also told commissioners Piontkowski had once advised an employee ?never write anything down.??

Investigators questioned Peterson during the course of their work. Addressing Piontkowski?s alleged conduct, investigators ?found that Peterson testified in a credible fashion that he was uncomfortable with this particular business practice of his boss, tried to bring it to the attention of the Members through the audit letters but was not in a position to stop this practice.??

Investigators reported that Grogan, who lives in Westwood and was an investment banker for 25 years, has implemented new internal controls to address ?past shortcomings in the applicant operation.??

Grogan said he understands that Plainridge must present ?clear and convincing evidence? that the track is a suitable slot license applicant. He did not dispute findings of deficiencies in the track?s operation.

Grogan also said the investigation into the money room resulted in Piontkowski?s resignation.?

?He has no contact, influence or involvement in the company right now,? said Grogan, who testified?Thursdaywith attorneys from Foley Hoag.

Probing the integrity of the applicants, commission officials spent considerable time raising questions about financial arrangements made by the slots license applicant with Piontkowski as he left the company. Grogan said conversations with Piontkowski about his departure were ?extraordinarily difficult.?

In an April press release announcing his retirement, the track reported that Piontkowski ?looks forward to spending more time with his wife? and two daughters and ?will concentrate on his health." Piontkowski said at the time in a statement, "This has been a long journey, requiring intense effort. I am deeply grateful to my business partners at Plainridge for their faith and support as well as for their understanding for this personal decision."

India reschedules Sudan Lines of Credit of over $0.5 bn

Preneet-KaurNew Delhi, July 25 : India Thursday agreed to reschedule its existing Lines of Credit (LoC) to Sudan totalling $566.9 million.

According to an external affairs ministry statement here, the agreement for India's biggest rescheduling of LoC till date was signed in the presence of Minister of State for External Affairs Preneet Kaur and Sudan's Minister of Finance and National Economy Ali Mahmoud Mohamed, who is currently on an official visit to India.

"This is a first request for re-scheduling the Lines of Credit of such magnitude being considered by India and it was favourably considered given the difficult economic situation of Sudan post the secession of South Sudan," the statement said.

There are six existing LoCs to Sudan and the Exim Bank is the implementation arm for these.

The rescheduling has been made by way of relaxation of the interest rate, repayment period and moratorium of the LoC.

Technical discussions between the two countries regarding rescheduling were held over two days earlier this week.

The statement further said the issue of payment of dues by the Sudan government to ONGC's foreign arm ONGC Videsh Limited (OVL) and other commercial interests was raised by the Indian side and the Sudanese delegation assured that this issue will be resolved at the earliest.

The Sudanese side agreed to make every effort to ensure that Indian commercial interests are not adversely affected, the statement added.

Indian companies currently doing business in Sudan include the state-run BHEL in the power sector, oil and gas explorer ONGC, and Bajaj, Tata and Mahindra from the private sector. Besides, various Indian pharmaceutical companies also operate in Sudan.

Sudan is an important exporter of agricultural and mineral resources, while current volume of bilateral is around $1.2 billion per annum.

In an interview with IANS earlier this month, Sudan's Ambassador to India Hassan El Talib urged the Indian government to speedily open a bank branch in Sudan so that the actual value of bilateral trade is reflected in the respective countries and its full benefits accrue to both countries. Currently, substantial amount of transactions are made through third country banks. (IANS)
