Cornish seaside resort Newquay is taking drastic action to wipe its streets of drunken stag parties - by banning visitors from wearing mankinis.

The Daily Mail reports that police in the seaside town say the decision to ban the revealing one-piece and other 'inappropriate clothing' has helped significantly reduce anti-social behaviour and recorded crime.

Officers say Newquay is shedding its reputation as a resort for drunken revellers and stag parties as a result of the zero-tolerance approach to risqu? fancy dress.

Some tourists, including 15-year-old children, have been sent home as a result of their anti-social behaviour, while adult fun-seekers have had their skimpy fancy dress costumes seized by police - including thong-like bathing suits mankinis.

The news is a delight for locals who had become used to seeing men walking around their home town in the tiny costumes.

Devon and Cornwall Police Superintendent Julie Whitmarsh spoke of the successful summer season and said: 'We have had this consistency of seizing inappropriate items of clothing, sending people home to get changed, and that has worked, it has made a real difference, this 'no-nonsense attitude.'

'Mankini is what we term "offensive clothing", so we won't accept people wearing them. They are just hideous.'

'Is it just me, but if you were living in Bath for example, or Bournemouth, is that something you would wear to walk into town on a Saturday afternoon? No.

'They are just revolting, there is nothing pleasant about seeing anybody in a mankini. We have had a real crackdown on the fake penises.

'And people are getting that message. You look at the images you see of Newquay now, 2009 is three years ago and we are in a very different place.'

Part of the award-winning Newquay Safe campaign, since the death of two teenagers in 2009 following separate drink-fuelled nights out, the tough stance has been welcomed by residents who want to take their town back from the clutches of anti-social tourists.

'There was a lot of anger, that for us was a real turning point and threw it into sharp focus,' said Superintendent Whitmarsh.

'It was just the constancy of what was happening, the ongoing situation. I've always been shocked at the number of families that come on holiday but don't all go home as a family.

'To have that number of incidents was a shock for all of those involved. It was a real catalyst for change.'

Newquay Safe won praise from Home Office ministers for its initiatives designed to cut crime. Police regularly called parents across Britain to collect their drunken children in the middle of the night, alcohol was seized and stag and hen parties were sometimes banned from going into the resort.

'I remember one of our PCSOs said a 16-year-old boy had 64 cans of super-strength lager at 2pm,' Supt Whitmarsh told the Daily Mail.

'But the mother had a real go at the police saying they had ruined the boy's fun.

'But it isn't fun if you see the immediate harm a can of super-strength lager can cause a 16-year-old, let alone 64 between five of them.

'There is an attitude of "what goes on tour, stays on tour", that that's ok, but it is not.'

Superintendent Whitmarsh, who has two sons aged 14 and 11, said some parents' attitudes have contributed to the problems associated with anti-social behaviour among drunken teens.

She said: 'You get adults dropping their children off with, literally, a boot full of alcohol, and they say: "I'd rather know what they are drinking"'.

Officers say the message is finally getting through to many parents and reported crime during the summer season fell by one fifth this year compared with 2009, while reports of anti-social behaviour dropped from 685 in the summer of 2009 to 286 this season.

Australia & New Zealand Banking settles on limit violations: CFTC

WASHINGTON (Reuters) - Australia and New Zealand Banking Group Ltd agreed to pay $350,000 to settle charges it violated position limits in the wheat and cotton futures markets, the U.S. Commodity Futures Trading Commission said on Thursday.

The financial services company exceeded limits in wheat futures trading on the Chicago Board of Trade on multiple occasions in August, 2010, the CFTC said.

The firm also surpassed position caps in cotton futures trading on ICE Futures US, which is owned by IntercontinentalExchange Inc. in February, 2011. The Chicago Board of Trade is owned by CME Group Inc.

The order was filed on Wednesday and is the latest in a flurry of position limits settlements announced by the CFTC in the lead-up to the October 12 effective date for new caps on the number of contracts that traders can hold in certain markets.

On Tuesday, the CFTC announced that a little-known Shanghai, China firm, Sheenson Investments Ltd, and its founder, Weidong Ge, had agreed to return $1 million in ill-gotten gains and pay a $500,000 civil penalty for exceeding federal limits on speculative bets in soybean oil and cotton futures.

Last Friday, the agency ordered Citigroup Inc and a subsidiary to pay $525,000 for violating limits in the wheat market.

The settlements come before a new set of trading curbs kicks in October 12. The rules, which aim to rein in speculation and limit price spikes, were included in the 2010 Dodd-Frank financial reform law and finalized by the agency last October. Additional caps are expected to kick in next year.

Financial industry groups have sued to stop the new position-limit rules from taking effect, saying they would irreparably harm the marketplace and that the CFTC failed to sufficiently weigh the economic consequences of the rule, as is required by law.

Traders and some Republican lawmakers have argued there is no evidence that speculators inflate prices.

A judge has not yet ruled in the case, which was filed by the Securities Industry and Financial Markets Association and the International Swaps and Derivatives Association in December.

Reporter Robert Hoffman is making some serious allegations against the reality TV mom. Yankees win thriller, beat A's on error in 14th

NEW YORK (AP) ? Raul Ibanez hit his second home run of the game during a startling rally in the 13th inning, then the New York Yankees won a thriller when first baseman Brandon Moss' two-out error in the 14th lifted them over the Oakland Athletics 10-9 Saturday.

The AL East leaders came back to hold their one-game edge over Baltimore. Down 9-5 in the 13th, the Yankees won for just the second time in team history after trailing by at least four runs in extra innings.

Oakland began the day with a 3 1-2 game lead over Los Angeles for the second AL wild-card spot. The A's still have an edge, but blew a huge opportunity and lost for the fifth time in six games.

Moments after pinch runner Melky Mesa ? in his big league debut ? missed third base and had to retreat, the Yankees found another way to win. Moss let a bases-loaded grounder by Eduardo Nunez skip off his glove, allowing Ichiro Suzuki score and ending a game that took 5 hours, 43 minutes.

Johnny Gomes, Yoenis Cespedes and Chris Carter homered in the 13th, putting the A's ahead. New York rallied in the bottom half, scoring runs on a wild pitch and Nunez's sacrifice fly before Ibanez hit a tying, two-run drive off Pat Neshek.

In a game that included a bruising hit at home plate, stellar defensive plays and even a bit of rain, the Yankees got a bit of luck to outlast the A's.

Eric Chavez led off the 14th with a single against Tyson Ross (2-10) and Mesa pinch ran. Derek Jeter sacrificed and Suzuki was walked intentionally, bringing up Alex Rodriguez.

Rodriguez singled to center, and the Yankees erupted in the dugout, sensing they had won. But Mesa stepped over third base, had to retrace a few steps and was held up.

Robinson Cano followed with a bouncer between the mound and first base. Ross lunged for the ball, spun and threw home for a forceout.

That left it up to Nunez, and he sliced a grounder toward first base. Moss slid over and was in position to make the play, but the ball bounced off his mitt and skittered away for Oakland's third error of the game.

Several of Mesa's teammates were able to laugh about the rookie's misstep after it was over, and they kidded with him as they walked off the field.

Cory Wade (1-1) pitched the 14th for the win.

Seldom-used Yankees first baseman Steve Pearce made a diving catch of a vicious line drive with the bases loaded to end the 11th inning. Oakland catcher Derek Norris withstood a violent collision with Ibanez and held onto the ball in the 12th.

All in all, it was quite a contrast to their game Friday night, when Russell Martin's solo homer in the bottom of the ninth sent the Yankees over the A's 2-1.

Gomes hit a two-run homer in the 13th that put the A's ahead. Cespedes and Carter also connected, but New York came back against an Oakland bullpen that had allowed just one run in 10 previous innings.

Ibanez had a pinch-hit homer in the fifth, ending his 0-for-18 skid and giving the Yankees a 5-4 lead.

Stephen Drew, Seth Smith and Cespedes led off the game with three straight doubles for a 2-0 lead. Suzuki then lined a one-out homer in the bottom half for his 12th hit in 16 at-bats.

NOTES: MLB made a scoring change that took a double away from Cano on Sept. 15 against Tampa Bay. Rays CF B.J. Upton will be charged with an error on Cano's ball in the eighth inning. ... A's OF Coco Crisp was out again with an eye allergy. Manager Bob Melvin says he is close but is not sure if Crisp will play this weekend. ... New York 1B Mark Teixeira took ground balls, did light jogging and took batting practice and will fly to Tampa, Fla., on Sunday to work out at the Yankees' complex. But he is still not sure when he'll be able to return. Teixeira has played just once since Aug. 27, reinjuring the calf on Sept. 8. ... Jeter extended his hitting streak to a season-high 16 with a single in the sixth.

Afghan militants say blast that killed 12 was revenge for film

KABUL (Reuters) - Afghan militants claimed responsibility on Tuesday for a suicide bomb attack on a minivan carrying foreign workers that killed 12 people saying it was retaliation for a film mocking the Prophet Mohammad.

A short film made with private funds in the United States and posted on the Internet has ignited days of demonstrations in the Arab world, Africa, Asia and in some Western countries.

In a torrent of violence blamed on the film last week, the U.S. ambassador to Libya and three other Americans were killed in an attack in Benghazi and U.S. and other foreign embassies were stormed in cities in Asia, Africa and the Middle East by furious Muslims. At least nine other people were killed.

On Tuesday, a suicide bomber blew up a minivan near the airport in the Afghan capital and a spokesman for the Hezb-e-Islami insurgent group claimed responsibility.

"A woman wearing a suicide vest blew herself up in response to the anti-Islam video," said militant spokesman Zubair Sediqqi. Police said the woman may have been driving a Toyota Corolla car rigged with explosives, which she triggered.

But the claim will raise fears that anger over the film will feed into deteriorating security as the United States and other Western countries try to protect their forces from a rash of so-called insider attacks by Afghan colleagues.

Thousands of protesters clashed with police in Kabul the previous day, burning cars and hurling rocks at security forces in the worst outbreak of violence since February rioting over the inadvertent burning of Korans by U.S. soldiers.

The protesters in Kabul and several other Asian cities have vented their fury over the film at the United States, blaming it for what they see as an attack on Islam.

The outcry saddles U.S. President Barack Obama with an unexpected foreign policy headache as he campaigns for re-election in November, even though his administration has condemned the film as reprehensible and disgusting.

In response to the violence in Benghazi and elsewhere last week, the United States has sent ships, extra troops and special forces to protect U.S. interests and citizens in the Middle East, while a number of its embassies have evacuated staff and are on high alert for trouble.

Despite Obama's efforts early in his tenure to improve relations with the Arab and Muslim world, the violence adds to a host of problems including the continued U.S. military involvement in Afghanistan, Iran's nuclear program, the Syrian civil war and the fall-out from the Arab Spring revolts.

PROTESTS, BANS

The renewed protests on Monday dashed any hopes that the furor over the film might fade despite an appeal over the weekend from the senior cleric in Saudi Arabia, home to Islam's holiest shrines, for calm.

Afghan police said among the 12 dead in the Kabul bomb attack were eight Russians and South Africans, mostly working for a foreign air charter company named ACS Ltd.

It followed a bloody weekend during which six members of Afghanistan's NATO-led alliance, including four Americans, were killed in suspected insider attacks carried out by Afghans turning on their allies.

Protesters also took to the streets in Pakistan and Indonesia on Monday and thousands also marched in Beirut, where a Hezbollah leader accused U.S. spy agencies of being behind events that have unleashed a wave of anti-Western sentiment in the Muslim and Arab world.

Authorities in Bangladesh have blocked the YouTube website indefinitely to stop people seeing the video. Pakistan and Afghanistan have also blocked the site.

Iran has condemned the film as offensive and vowed to pursue those responsible for making it. Iranian officials have demanded the United States apologize to Muslims, saying the film is only the latest in a series of Western insults aimed at Islam's holy figures.

The identity of those directly responsible for the film remains unclear. Clips posted online since July have been attributed to a man named Sam Bacile, which two people connected with the film have said was probably an alias.

Nakoula Basseley Nakoula, 55, a Coptic Christian widely linked to the film in media reports, was questioned in California on Saturday by U.S. authorities investigating possible violations of his probation for a bank fraud conviction.

State Dept. official killed in Libya was influential online gamer

An image from the online game Eve Online (Wikicommons)Today, the U.S. is recoiling from the tragic news that Sean Smith, a State Department official, was one of four individuals killed in a rocket attack in Libya. The U.S. ambassador to Libya was also among those who died.

Smith, a foreign service information management officer, had a sphere of influence that extended far beyond the realm of real-world diplomacy: He was also a respected and hugely influential figure in the world of online gaming.

For much of the past decade, Smith was an avid player of Eve Online, a massively multiplayer online role-playing game (MMORPG). The game has more than 400,000 players, who take on roles as warriors, strategists and even diplomats in a science-fiction setting.

Alex Gianturco, aka "The Mittani," one of Smith's Eve Online colleagues, has written a moving tribute to his fallen friend, who went by the online moniker "Vile Rat."

Smith was online chatting with Gianturco shortly before he was killed in Benghazi. The two men, who had known each other for more than six years, had met several times in person and considered themselves close friends both online and in the real world.

"Many were injured in these pointless, reprehensible acts, and one of my closest friends was killed as a result," Gianturco wrote.

Gianturco posted excerpts from his final chat with Smith, including this chilling message:

Gianturco writes that Smith's dark humor was nothing new; he had been stationed in other potentially dire situations before.

"The last time he did something like this, he was in Baghdad in 2007 or 2008," Gianturco wrote. "He would be on jabber [an instant messaging service], then say something like 'incoming' and vanish for a while as the Kayatushas came down from Sadr City."

Unfortunately, this time was much different.

"He was on jabber when it happened," Gianturco writes. "In Baghdad the same kind of thing happened - incoming sirens, he'd vanish, we'd freak out and he'd come back ok after a bit. This time he said ... 'GUNFIRE' and then disconnected and never returned.

"Then the major media began reporting on the consulate and embassy attacks in Libya and Egypt, and I freaked out and then it turned out that it was my friend of six years who helped build this alliance into what it is today since, the very beginning, starting out as one of my agents and growing to become the single most influential diplomat in the history of Eve, or perhaps of any online game," Gianturco writes.

For those unfamiliar with the world of MMORPG, Gianturco explains that Smith's real-world skills as a State Department official translated to the online game he loved.

The website Eurogamer has posted an interview with Ned Coker of CCP, makers of Eve Online:

"I can tell you that CCP and its employees are overwhelmingly saddened by the news of Sean Smith's passing, as we are when we learn of any player who is tragically lost," Coker said. Smith served as an official diplomat in Eve Online, serving on the Council of Stellar Management, Eve Online's player-elected board, settling conflicts between thousands of players and helping to keep the system sailing smoothly.

"If you play this stupid game, you may not realize it, but you play in a galaxy created in large part by Vile Rat's talent as a diplomat. No one focused as relentlessly on using diplomacy as a strategic tool as VR," Gianturco wrote.

"You may have been a friend or an enemy or a pawn in a greater game, but he touched every aspect of EVE in ways that 99% of the population will never understand.

"It seems kind of trivial to praise a husband, father, and overall badass for his skills in an Internet spaceship game but that's how most of us know him, so there you go," Gianturco wrote.

Interestingly, Smith was also a respected debate and discussions moderator on the Something Awful site. Readers there have also been posting testimonials in his honor.
